This paper discusses the limitations and risks associated with the use of output-oriented measures to assess public school performance. In particular, it questions the capability of the performance measures set by external institutions, with respect to schools, to support sustainable educational outcomes. To this end, the ‘street-level bureaucracy’ theory is used in the paper as a basis to analyse the behavioural distortions generated by perceived public service gaps at school level policy implementation. The implementation of new special education legislation in Finland

This article examines the implementation of new special education legislation in Finland among students with significant disabilities. The data consist of a nationwide survey and field observations. In the analysis, a policy implementation framework is utilized as a theoretical lens. The findings suggest that schools and municipalities that had participated in long-term development projects had more capacity and willingness to reform special education practices substantially, suggesting that learning in one policy area can transfer to other domains across multiple levels of national and local governments. Su interés reside en la versatilidad, el enfoque multidimensional y en el hecho de haber actuado como un óptimo instrumento de desarrollo local. El estudio de caso se ha realizado a través del análisis documental de las evaluaciones ex -ante, durante y ex – post que se hicieron para valorar el impacto de la política. La reflexión que el caso propone se enfoca en cómo se puede promover eficazmente el desarrollo local a través de políticas más trasversales.

Public service workers in the frontline have traditionally enjoyed a wide freedom to make decisions during policy implementation. Research shows that technology has both constraining and enabling effects on public service workers affecting their ability to exercise discretion. What remains unclear is under which circumstances discretion is influenced by technology. Using a case study approach and drawing on neo-institutional theory, this paper studies a court to identify contextual factors affecting the phenomenon. Rather than having a consistent food policy, countries often tend to regulate food from the margins of other policy domains such as agricultural, environmental, welfare or educational policies. Regulatory interventions perceive food as an instrument rather than a domain with its own specific set of policy issues and view food provision as an activity to achieve certain economic, social and environmental objectives. In this article, we propose a framework of principles and criteria for just transitions in food systems. Climate mitigation activities are urgently needed in food systems, but can have damaging social, environmental, economic, and health impacts. Consequently, food system transitions can cause significant side effects across and beyond food systems, aggravating existing inequalities and unsustainabilities, causing new ones, or hampering equal engagement in the transition itself. Abstract The incidence and mortality due to malignancies are increasing in Romania. Since 2001, Romania provides the public support for cancer patients through the National Programme for Cancer (NPC). Using documentary analysis, the present paper provides a longitudinal and comprehensive examination of all the policy documents issued during 2001 and 2016 within the programme, and of the five implementation reports available. The paper examines several press articles as a sole source for exploring implementation difficulties.
